The process will be:
- The haulier provides the carrier with a digital copy of the TAD at the point at which they check-in or drop off their trailer or container.
- The physical copy of the TAD must remain with the movement at all times, either via a ship’s bag process, or inside/affixed to the container. The email process will allow Border Force to review the emailed TAD without retrieving the paper TAD from the container.
- The carrier sends all the TADs for the movements they are carrying to Border Force at the point of no return (departure from previous port).
- Once the movement has arrived at the port of entry, Border Force enters the transit movements to NCTS, based on the information from the digital TAD and determine whether an inspection is required.
- If no inspection is required, Border Force could complete the Notification of Crossing Frontier (OoT) and update the inventory or notify the operator to release the movement from port control.
- If an inspection is required, Border Force will notify the port operator who will locate and present the relevant movement for inspection – this may involve retrieval of the paper TAD to facilitate a documentary check, or a full physical check of the goods. The level of checks on Office of Transit will be very low.
- Once the inspection has been satisfactorily completed Border Force could complete the Notification of Crossing Frontier (OoT) and update the inventory or notify the port operator to release the movement from port control.
- Once released from port control the movements could be picked up by their haulier in the UK and continue to their destination.

1. Containers
- Office of Transit. HMRC interim measures allowing TADs to be emailed to Border Force will be used until the end of March 2021. From 1 April 2021, it is expected that the GVMS system will be linked with Destin8 and TAD details should then be submitted via GVMS.
- Office of Departure. Parking facilities will be provided in 90 Park adjacent to Customs House. Drivers/agents should attend the public counter in the Customs House on Viewpoint Road to complete admin and to have TADs printed. Carrier/agent will be responsible for ensuring that the TAD will accompany the goods throughout their journey.
- Office of Destination. CTC containers will only be accepted for Office of Destination Felixstowe if the shipping line is operating a ships’ bag. The carrier will need to present the TADs to Border Force at the Customs House to allow the CTC movement to be discharged and the container released for collection. Any containers that arrive with the TAD in the container will be subject to delay plus additional shunt and devan charges as may be necessary to recover the TAD.
2. Unaccompanied Ro/Ro
- Office of Transit. HMRC interim measures allowing TADs to be emailed to Border Force will be used until the end of March 2021. From 1 April 2021, it is expected that the GVMS system will be linked with Destin8 and TAD details should then be submitted via GVMS.

- Office of Destination. DFDS will in-gate hauliers manually to allow them to collect the trailer and recover the TAD. The TAD will then be presented to BF at 94 Shed. The driver then needs to return to DFDS’s office on port to formally be in-gated and out-gated on the system, without this they will not receive a Gate Pass and will be unable to leave the port and will be turned around at the Police Gate at the port entrance.
